The Ministry of Education began the initiative in September 2019, guided by the public-private partnership paradigm. While its success will be evaluated in the coming days, its objective places it among policy actions aimed at addressing the issue of digital inequality. A first-of-its-kind government initiative launched more than two years ago, has finally materialized, bringing courses offered by a consortium of edtech platforms. What Is AICTE NEAT Scheme 2023?

Following an assessment by the Ministry of Education, it was determined that learning aids provided by edtech platforms that can augment classroom teaching should be made more accessible. As a result, it was recommended to develop a portal where edtech platforms might be enlisted to showcase their products after a shortlisting procedure. The Ministry of Education (MoE) has announced the formation of the National Educational Alliance for Technology (NEAT), a public-private partnership model between the government (through its implementing body AICTE) and Indian education technology enterprises. Companies allows to present their products on a National Portal built for students, who may then purchase them depending on their needs, through an open invitation and vetting process.

Objectives of AICTE NEAT Scheme

The main objective of NEAT is to bring together the best technological products in education pedagogy on a single platform for the convenience of students. Technology Products utilizing Artificial Intelligence for tailor learning or e-content in specialist sectors with highly employable abilities will identify for display on the portal. The initiative also provides free seats for current students of higher education from lower-income families. The NEAT site would be used to distribute free seats based on student information by Educational Institutions. The site would be introduced as a pilot phase solely in AICTE-approved Government Colleges in India during the first phase. 

AICTE NEAT Scheme Products

The website neat.aicte-india.org includes separate sections that list products for students and educational institutes. According to NEAT chief coordinating officer Budhha Chandrashekhar, the administration has already enlisted the services of 58 edtech firms. According to him, the companies are select by independent panel committees with no opportunity for favoritism.

  • B2B i.e., Business to Business: Courses are available for purchase in bulk by higher education institutes within the B2B (business to business) part of the platform.
  • B2C i.e., Business to Customer: The B2C area contains a range of courses from which qualified students can explore and select. Accounting and finance courses are available, as well as coding classes in sophisticated programming languages such as Python.

Benefits of Scheme

The government has ordered that every qualified enterprise provide free coupons equal to 25% of all registrations for students from underserved communities via the NEAT portal. Over the last two years, the government has established a bank of 12.15 lakh free vouchers through this method. And it has already begun issuing those vouchers to students from the SC/ST/OBC and EWS groups, with an annual family income limit of Rs 8 lakh.

AICTE NEAT Scheme Selection Criteria

According to Chandrashekhar, approximately 37 lakh applications were obtained when the administration opened registrations for students in these categories for free courses. Because the number of free vouchers was restricted, the authorities utilized an AI technique to select students based on caste, wealth, gender, and age. Priority has been given to older pupils and women over men. According to a state-by-state analysis, 4.12 lakh free vouchers are being issued to students in Uttar Pradesh, 2.23 lakh in Tamil Nadu, 1.38 lakh in Maharashtra, and 1.21 lakh in Andhra Pradesh.
