About Gopabandhu Sikhya Sahayata Yojana

The Government of Odisha state is helping the students who belong to HIV or AIDS-affected families. The students who are currently living off alms can apply for this scholarship scheme presented by the Government of Odisha state known as Gopabandhu Sikhya Sahayata Yojana 2024. If you are among those students then you can apply for this scholarship scheme but to apply for this scholarship scheme you must be a permanent resident of Odisha state and your annual income was not more than Rupees One Lakh Twenty Thousand.

Important Dates

Gopabandhu Sikhya Sahayata Yojana Eligibility Criteria

• The student should belong to any of the following categories of families.
  • HIV/AIDS affected the family (either father or mother or both).
  • Households without shelter.
  • Destitute/living on alms.
  • Manual scavengers.
  • Particularly Vulnerable Tribal Groups.
  • Legally released bonded laborers.
  • Single mother family ( a mother who has a dependent child or dependent children and who is a widow, divorced, or unmarried).
• He/She must be a permanent resident of Odisha.
• The applicant should enroll for graduate and postgraduate courses on a regular mode from recognized colleges or institutions present in the Odisha state.
• The income of the household from all sources of the applicant should be less than Rupees 10000 per month.
• All approved graduate and postgraduate courses offered by the Government universities of Odisha or colleges or institutions recognized by the State Government are covered in this scheme.

Financial Assistance

The following financial help will be provided to the beneficiaries in this scheme:-

• The annual financial assistance will be Rupees 20000 for pursuing both graduate and postgraduate courses.
• The student can avail of financial assistance under the scheme even if the student is in respect of final assistance under other schemes.
• The assistance has limits to the normal duration of the course and will be given each year till the completion of the course.

Courses and Programs Covered

The following courses and programs will cover in the new scholarship scheme created by the organization:- 

• All approved Graduate and Post Graduate courses (Non-Technical, Technical & Professional) offered by Government Universities of Odisha or Colleges! Institutions recognized by State Government.

Verification At Principal/ Head of Institute Level

The following steps will follow in order to do the verification for the application by the principal or the head of the institution:-

• Upon receipt of the applications from the concerned students, the Institute will verify all the details of the students along with the required documents submitted by the students. It shall be the duties of the Principal Head of the Institute to check, scrutinize and verify the eligibility of the student and the documents based on which the eligibility is claimed. It should be ensured that all the documents submitted with the application are well-tagged to avoid any loss of paper.
• The Principal/ Head of the Institution may form a Committee for the verification of applications, if necessary. The incomplete, delayed applications and the applications of ineligible students may be rejected at the level of the Principal Head of the Institute.
• Only complete applications of the eligible students will be submitted by the Principal/ Head of the Institutions to the 0/0 District Collector. Out of two sets of applications submitted by the students. one set will be retained in the college institution for record and another set will be submitted to the concerned District Collector

Verification at District Collector Level

The following steps will follow in order to do the verification of the applicants at the district level:- 

• Upon receipt of proposals from different Institutes, the concerned proposals will be placed before a Committee which shall be constituted by the concerned District Collector for finalization of the eligible students. The Committee will consider the request of applicants for a grant of financial assistance keeping in view the eligibility criteria of the scheme. The list of eligible students, as decided by the Committee will be forwarded to Higher Education Department by District Collector for payment in favor of eligible students. The list of eligible students will bear details of the bank account of students such as Bank account number and IFSC Code.

Documents Required

The applicant must have the following documents to apply for this scholarship scheme:

• Resident Certificate Copy
• Income Certificate Copy
• Medical Certificate Copy from the concerned Medical Officer regarding suffering from HIV/aids, if required.
• Copy of Certificate relating to households without shelter from the competent Revenue Authority, If required.
• Copy of certificate towards being a single mother from District Social Welfare Officer, if required.
• Certificate of being Destitute/living on alms from the local Sarpanch/ Urban Local Body authority, if required.
• Manual scavenger Certificate from the competent authority, if required.
• Certificate of being from a Particularly Vulnerable Tribal Group from the District Welfare Officer, if required.
• Certificate of being a Legally released bonded laborer from the District Welfare Officer/ District Labour Officer/ any competent authority, if required.
• Copy of the Bank Passbook of the student. (Name of the student, Bank Account No. & IFSC Code must be mentioned on the copy of the passbook.)

Selection Procedure

The selection procedure for the scholarship program is as follows:-

• Upon receipt of the application from the concerned student’s institution will verify all of the details of the students along with the required documents submitted by the students.
• It shall be the duty of the principal or the head of the institution to check and scrutinize and verify the eligibility of the students and the basis of the documents on which the eligibility is claimed.
• It should be ensured that all of the documents submitted with the application are well-tagged to avoid any loss of paper.
• The principal may form a committee for the verification of applications.
• Only complete applications of the eligible students will be submitted by the principal to the District Collector.
• Upon receipt of proposals from different institutions, the concerned proposals will be placed before a committee which shall be constituted by the concerned District Collector for finalization of the eligible students.
• The committee will consider the request of applicants for a grant of financial assistance keeping in view the eligibility criteria of the scheme.
• After receipt of a list of eligible students from the District Collectors, the Higher Educational Department will directly transfer the required amount electronically to the bank account of the selected students.

To apply for the scholarship you will have to follow the simple procedure given below:-

• First of all, download the official notification for the scholarship
• Read the official notification carefully.
• Now you will have to visit the official website of the State Scholarship Portal present by the Government of Odisha.

• The list of scholarship schemes will open on your screen
• Click on your desire scholarship.
• Click on View Eligibility and the eligibility criteria will open on your screen.
• Now you have to click on the Apply Button

• A new page will open on your screen.
• Click on the option called Register Here to register yourself

• The guidelines to register yourself will open on your screen 
• Tick-mark the declaration and click on I Agree.
