At a meeting on Thursday, the state cabinet approved the Karnataka Cyber Security Policy 2022-27. The strategy intends to improve the state governments and the IT industry’s ability to combat the state’s growing cybercrime problem. The strategy was implemented since Karnataka has one of the highest rates of internet access in the country. Citizens, as well as small and large businesses, are increasingly adopting internet technology as a result of current digitization efforts. About Karnataka Cyber Security Policy 

The IT and start-up business, which is a major source of jobs and investment, is extremely concerned about cyber security. The concept relies on citizen and industry cyber security in the state and recommends measures to improve overall cyber security across all sectors. While cyber security is becoming more of a worry as the number of cyberattacks such as hacking, ransomware, and cyber frauds rises, the policy offers citizen-centric awareness campaigns, governmental capacity building, increased cyber security industry funding, and a centralized response structure. It has five pillars that aim to address cyber security challenges: raising awareness, developing skills, encouraging research and innovation, encouraging industry and start-ups, and collaborating to build capacity.

Objectives of Karnataka Cyber Security Policy 

The main objective of Karnataka Cyber Security Policy 2023 is to attract investment to Tier 2/3 cities. In 2013, the Center issued the National Cyber Security Policy, which prompted states such as Haryana and Tamil Nadu to issue their own cyber security policies. Through policy intervention, the Karnataka Cyber Security Policy aims to attract investments, particularly in Tier 2/3 cities, by building clusters and enhancing the cyber security eco-system and technology leadership. A specialist course in cyber security will be launched in higher education as part of the NEP’s skill-building efforts. A virtual cyber department would also be established to help students improve their practical abilities and gain experience detecting and mitigating cyber threats in an interactive technology environment. A ‘Use Case Clearing House’ would be established to identify research problems that researchers and startups might turn into Proof of Concept.

Cyber Range 

Participants will get hands-on practice detecting and mitigating cyber-attacks in an interactive technical environment at the virtual cyber range. As per the policy, the cyber range will use for training security agencies, government officials, judicial officers, prosecutors, and cybersecurity-related dispute mediators and conciliators.

Some of the key features of the Karnataka Security Policy are as follows:

  • The state government of Karnataka has set up Rs 100 crore for a new cyber security policy.
  • The policy also calls for the creation of a cutting-edge virtual cyber range to help students in cyber security programs improve their practical skills.
  • The Karnataka Cyber Policy 2022-27 includes a number of measures, including cyber security subsidies for companies, internships, stipends for undergraduate and postgraduate students, and research scholarships.
  • The strategy also offers a cutting-edge virtual cyber range to help students in cyber security training programs improve their practical skills. The policy intends to ensure data security in the state, which ranks second in the country for cybercrime incidences.

Benefits of Karnataka Cyber Security Policy

Some of the key benefits of the Karnataka Security Policy 2023 are as follows:

  • The initiative aims to provide up to 50% matching funding for cyber security research and development projects carried out by Karnataka-based startups in partnership with state academic establishments.
  • A startup’s maximum allocation will be Rs 50 lakh, with the government funding five such projects each year.
  • The government would pay a stipend of Rs 10,000 per month for undergraduate students completing cybersecurity internships for a maximum of three months.
  • The stipend for postgraduate students is Rs 15,000 per month for three months.
  • In the first two years of the policy, 200 undergraduate interns and 40 postgraduate interns will receive stipends. 
  • In the last three years of the policy, the number will be double to 400 undergraduates and 80 postgraduates.
  • The Cyber Security Policy, which was introduced in the budget for 2021-22, also includes cyber security awareness campaigns, the establishment of regional cyber security centers of excellence, and a focus on training women as cyber security experts through subsidized training programs.
